From ESPN: "The NFL's competition committee has proposed a new rule that would spot a fair catch on a kickoff at the 25-yard line, even if it is made inside of that yardage marker in the field of play."
Another proposed rule change re punt return touchbacks is also described in the same link.
This is an effort to minimize special team injuries.

Fair catch rule - ( New Window )
Was just about to state this obvious fact.
This is just trying to save face.
Where is the strategy, the intrigue, the excitement. The ability to flip the momentum of a game.
I think we can agree that player running full speed toward each other with a big crash isn't a safe thing to do. But just starting the team at the 25 sucks...there has got to be a better way.
Maybe find a way to highlight the kickers, what are some skill competitions that could help?
Just spit-balling, some may be a bad idea but lets throw some crap and see what sticks...
1. 1 pt for kicking it through the field goal.
2. Directional kicking (just like punts), kickers can try to pin the other team inside the 10...but if they screw up it could be at the 30, 40 etc... and if it just goes into the endzone it starts at the 20...not the 25 damit. This also still leaves the chance for a kick return if they don't manage to get it out of bounds. Fair catch at spot of catch just like punts.
3. Move the kick way up and have every kick be an onside kick. The running start would be eliminated so they wont be at full speed hitting each other. Could change the game by turn over, or still the chance to return the kick for a TD, but most times they'd just fall on it at the 20 yard line.
Anyone got another idea that involves the kicker? I know there are other offensive play ideas, but I want more kicker importance not less.

Ohh, tweak on #1. Instead of 1 pt for getting through the field goal as they may change the change too much. What if a touchback is at the 25 yard line, through the endzone is at the 20 yard line, and through the uprights the other team starts at the 15 yard line???
And, you'll still have a choice it seems to me on whether to return it or not.
