idk. I just looked at the definition of a shell and it's a 2 or more layered garment meant to break the wind. The "padding" seems to be in the white jersey, which looks to be transparent on ward (you can read the NY beneath it) and is short sleeve, which does not seem to indicate a shell. Maybe his dark underlayer is a shell, but none of the guys in the bakground are wearing anything like that. Anyway, not a big deal, I'd just hate to see them punished for maybe a technical infraction.
