PUP/Reserve list for Shepard make a lot of sense.....

Reserve/PUP list:

Teams must decide by the 53-man roster cutdown deadline (Aug. 30 this season) whether to place a player on this list. Players placed on this list at that time must miss at least the team's first four games -- down from six in seasons prior to 2022. Unlike in the past, players can be activated immediately after such time has elapsed. Any player who is designated Reserve/PUP on or after rosters are reduced to 80 (Aug. 23 this season) will also be subject to the same four-game absence.

With all of the WRs on the roster there will be some tough cuts assuming they stay healthy. It makes a lot of sense to keep Shep and maybe even Robinson on PUP. If the WR corp comes out of camp healthy it makes sense to keep a couple guys on PUP and then by week 4 make the necessary moves.
If healthy and placed on PUP

you can lose draft picks, if they catch you. Only way it works at all is if player never plays in pre-season. From what I've seen of Shep working out, unlikely they can pull it off. Finally, the two guys Shep and Wandale replace in week 5 would have their salaries for the year guaranteed by being on the opening day roster.
Let's get healthy, pick the best 6 receivers and use the practice squad for depth.

...for making the opening day roster. For example, Collin Johnson, Kalil Pimpleton or Bryce Ford-Wheaton could be paid week-to-week and waived at any time. Jeff Smith is slightly less clear: he was on the Jets' practice squad most of 2019, but might have just barely spent enough time on the roster and IR to earn a year of service. Of course, Jamison Crowder would get the full-year guarantee. On the other hand, if the Giants used him as a temporary fill-in and then released him, he might land on another roster and collect the guarantee that way, letting the Giants off the hook.

Despite the liberalized rule, PUP still isn't an attractive option. Players on PUP are barred from the practice field. Potential sanctions aside, you want healthy players to practice and compete.

But, it doesn't make sense to plan on that at the end of May.

These things will sort themselves out over the course of training camp.

Shepard's already practicing in 7 on 7's. He's going to be ready for training camp.

If he's ready to play, he's a top 3 WR on this team. Probably the starting flanker, and slot guy.

I’d not think they would lose anything because he is coming off acl tear. Timeframe could be 12 months. Be surprised NFL came in and deemed him “ healthy” at 9-10 months
It’s all based on being cleared by the medical staff

OTAs is not an indication of health. You can walk, out of a cast, 6 weeks after ACL surgery - doesn't mean you are healthy enough to play.
Robinson will not be ready until November, at best. Shep may clear by the end of camp, but I doubt it.

i think Nov the latest, not at best but JMHO
Sheperd is my favorite Giant. However, I do not agree he should

be put of PUP if he shows that he can make cuts consistently without that knee swelling up afterwards. If he has a setback, yes put him on PUP. This has to be determined by the training staff and doctors.

Place a healthy players, especially Shep's quality on an injured list if he isn't injured.... it's illegal plus it's a slap in the face of a guy that works his ass off!
