Yes. But what do you think has better odds of scoring a TD, 4th and 4 at the 8 or having to drive 60+ yards with no timeouts?
If you go for it and don't convert, you need a TD. If you kick a FG, you need a TD. The only scenario you don't need a TD is scoring a TD and not converting the two point attempt.
