To get more attention from the public.. I don't think any of the 32 GMs would've actually picked Leaf over Manning.. It served everyone to make this seem like a real question..
Manning was more of a long term starter and the safer pick with a better pedigree (kind of like a Troy Aikmen type coming out)
Leaf was a little bigger and more athletic, but less experienced (only 2 years a starter at WSU). Stronger arm, little better runner, bigger frame than Manning (Roethislberger is a great comparison as a prospect).
Manning was destined to be the 1st pick, but Leaf had potential to put a team on his back.
Not that I thought Leaf would shit the bed like he did, but Manning was one of the few prospects where I had no doubt would excel in the NFL. Luck and Lawrence are the only other 2 I can think of recently where I felt the same way (jury is still out on Lawrence).
my comment regarding Peyton was :"he couldn't beat Danny Wuerffel so how good can he be". Plus the fact as great as his numbers were he never won anything in college. It took him several years as a pro to finally win a SB.

Hoax is too strong a word but I agree that no GM actually would have taken Leaf over Manning once doing their homework on both guys. Bill Polian has pushed the idea that several teams had Leaf higher to get more credit for a no-brainer pick.
Brees was a sophomore in college when Leaf was a rookie.
