I have two different issues that ive been battling past couple years. 1st is around my pool i have Cape code stone and the weeds have gotten nuts. i burn them with torch but they are back rapidly. The other is one of my mulch flower beds has a viney asiatic dayflower that reappears every year that seems resisitant to pump spray killers and has to be hand pulled. it spreads like wildfire Any suggestions on killing or preemptive strikes? With the mulch bed, you don't say which of the invasive weeds it is so it could be (a) either the weed is spreading by means of rhizomes underground that you aren't getting when you pull the weeds or the plant has a natural waxy coating (like crab grass) that is resistant to spray weed killer. Try working granular weed killer into the soil as soon as the ground can be worked (weed and feed may work) or spray weed killer as soon as you see the weed poking out.
Also possible, depending on the weed, that the birds are spreading the seeds and re-seeding the ground after you have pulled everything up. If you have seed plants or cover nearby, that is a possibility too.

Add the following to the gallon of 30% vinegar to make it more potent: 1 cup salt, 1 cup lemon juice, 1 tablespoon of dish soap. Been using this formula for a couple of years and it quickly kills what green plant it touches. Be careful to avoid drops on the lawn and other desired plants.

This is the best bet. It's called polymetric sand. You brush it in and its water activated to expand. It's not perfect but I do it once a year and it is 95% effective. Once every 2 or 3 weeks you can walk around and pull the very few that come up by hand.
The only issue is that you are next to a pool so you would have to do it really carefully to avoid getting that stuff into your filter. It's sand and glue.
Purchase a heavy duty (thick mm) weed blocker. Most of them suck but there are a few that actually work.
remove your mulch and lay it down. Remove those rocks around the pool and do the same.
Then, if possible in the flower beds I would go back with stone instead of mulch. If you do go with mulch, then make it a thin layer.
