Nabers in KO & Punt Return Role?

Nabers is terrific with yards after catch. That got me wondering if he would be great as a KO or Punt returner. As I understand it, the new KO rules could promote big KO returns.
Maybe the Giants don't want to risk him as a returner.

its football, players get hurt. I want the ball in this guys hands as OFTEN as possible. He's a threat to score at anytime anywhere on the field.
I would not use him for punt returns
