It is more about having a list of names if one of your camp fodder goes down and you need to bring someone in. Or maybe someone looks better than one of your signed UDFA so you cut that guy and replace with a tryout. For the players it is all about getting their foot in the door because even if the Giants don’t work out an impressive tryout gets you on the list for executives who might move on to other teams.
I would also add that different teams have different approaches.
Look at the Jets this weekend. They didn't sign even one rookie tryout player. But you have to look deeper at it.
Prior to the beginning of the minicamp, the Jets SIGNED 17 UDFAs. With such a large number (seems the Giants UDFA number this Thursday will be 8 or 9), how likely are you to cut a player-especially a UDFA you signed just hours prior- to sign a tryout player?
I view these rookie tryouts as a perfect opportunity to learn more about a player of interest. And as Mike says, just because they aren't signed rookie minicamp weekend, it doesn't mean the Giants have lost all interest.
We have seen how much the Giants involve their coaches in roster decisions and draft picks. These players we will see this weekend are mostly high recommendations from the scouts, with write-ups indicating the coaches needed to see these players first hand.

You answered your own question: Victor Cruz.
Also, the Giants appear a little thin at safety for camp purposes so I think there is room for another safety.
But mainly this is just to round out practice groups.
You are allowed up to 5 vet FA's so it is possible that among those will be a QB. We are only keeping track of the UDFA's here.
Practice squad time doesn't count toward accrued service time so I assume DeVito will be there.
Though it was initially reported that the Jets had not signed any rookie tryout players (likely because of the large # of UDFAs), the Jets have now announced that CB Brandon Codrington, from a small HBCU- North Carolina Central, impressed enough at the rookie camp to get a contract tonight.
