It is possible, maybe even likely this is a major reason for the underthrows many are hyperventilating about.
I still think the biggest concern in Jones’ game is his lack of aggressiveness and inability to see open receivers. We won’t know if this is the same, better or worse until scrimmages and preseason gsmes.
I have no love lost for Jones. But the guy is on a remarkable recovery schedule. Of course he's rusty.
The silver lining with Neal out is Van Roten and Eluemunor don't need on-the-job training. They can hit the ground running. Hopefully that allows for Neal to learn the system under less pressure.

I'm not a coach or scout so my opinion is uninformed
but when I see clips of the underthrown deep calls it looks like he's throwing too late rather than a lack or accuracy or arm strength. Even a half a second late letting it go with the speed of Hyatt or Nabers will cost you. That might be rust, that might be same old problems or it might be me not having a sweet clue what I'm talking about.
