It it solely dependent on his health which might force the team to cut another player at cut-down time, or does the team wait until after the 53 is set giving them four weeks to to make a decision once the season is underway and either activate or IR him at that time?
Or do I have the whole thing wrong and the PUP rules work in some other way?
He will come off when he's healthy enough to practice. The longer this goes, the more likely he begins the season on the other PUP.

Which in the end means absolutely nothing. Neal may never play another down in the NFL or he may finally get healthy and do what we hoped he'd do. JMS, again, what we "focus" on means nothing. He'll ether develop or he won't...
His feet are too slow and he too easily can be made off balance. I seriously doubt that ever changes.
One year from now, he's either playing guard for the Giants or maybe he's on another team, having been traded for a 6th or 7th round pick on a team that thinks they can "fix him".

I'm not so sure. Falato said Neal was riding the bike on the sidelines really hard, like he was in a race.
I think they want his ankles 110% - stronger than they were - before he starts stressing it with his 350 pounds, cause when he does come back it's his last best shot.
I agree that JMS is the one we need to worry about right now. He's missing a lot of time and shoulder injuries tend to be chronic. They are particularly worrisome for OL because they get hit in the shoulder on every play.

Slightly off topic but I think Ferentz may be more important to JMS’ development than Carm.
Agreed, even if he comes back next week, which isn’t happening, he would be unlikely to hold a starting spot. When he comes back, he can be the swing OT, and maybe get reps at OG in practice.

He needs to be developed. They need to work with him and he can’t work because he is injured.
JMS is an issue with the shoulder. The good news is that it seems like we have a decent alternative if needed.
I'm not ready to write the guy off yet. He's only 24, athletically talented, he wants it, and works his ass off. For a team that, still carries A. Robinson -- who never plays -- on the payroll, I'm sure they will give Neal whatever time he needs.
For a team looking to get two early wins before the schedule gets tough, I actually think having Neal out early this season forces Daboll to stop dicking around with the linemen. It stops Daboll from forcing Neal at ORT, playing other guys out of position, and it puts Eluemunor at ORT -- where he should be. That's a good thing for the TEAM in the short term.
Eric's correct. Right now, they need JMS back more than Neal.
Putting Eluemunor at ORT gives the Giants a chance to get off to a faster start by playing the "best 5 guys," hopefully in their best/correct positions.
It also take the pressure off Neal. Out of site, out of mind. His only job now is to rehab his ankle. Once he gets healthy, he can resume his career, and hopefully become what they drafted him to be. There isn't any urgency for him to rush back at the moment.
