wouldn't it be 25% of Jones cost + additional money to spend in other areas? They'd be saving 75% of the cost that can go to a DB, S, WR #2 etc...

Jones, as he has been performing, is not worth $40M per year. Hopefully, in the near future he will be replaced. But I, (I won't speak for others) for one, do not want him replaced by a vet QB who is at about the same level of play as Jones. That would prolong QB hell. To say we could get so and so for $10 is pointless. Jones needs to be replaced with someone who has a high ceiling, hopefully in the draft, which would be the cheapest way.

it's difficult to get the much better QB via UFA too. The player has to avoid a Tag or be traded to us, etc.

In light of this, I would be fine if Minshew were our QB through a dark phase, and put the $ saved to better use. I think that's the basic point worth tracking. YMMV.

I'm of the same mind. I THINK that is why Lock was signed in the offseason as well. A flier on an inexpensive project who had some potential at some point. No long term commitment and no steep price. I think they know what thay have in Cutlets so they may wind up giving DL a start if we dont get a few wins, especially after the trade deadline.

or even lower? Fair game?

As you say, we've already got Lock. But the Giants would have to decide that can no longer play Jones before they switch to Lock or Tommy. And they obviously are not at that point.

There are two separate issues. First, Jones is not worth his salary. He is not worth half his salary. But, more importantly, it isn't only about #1. It's about him not being good enough. You said it with not wanting to being in a veteran who can basically just replace Jones, but for less. We don't need a cheaper QB. We need a better QB. If he's cheaper, even better.
