Should it be for great players or reserved for those who truly performed at such a high level they should be revered eternally and hailed up as one of the best in their sport to ever play the game.
If it's the former, absolutely, as mentioned, he was top 10 in rushing yards and rushing TDs when he retired, has two rings, he has some accolades (SB MVP, offensive rookie of the year, a couple pro-bowls, an all-pro, and more), but if you view the HOF as the latter, then probably not. I don't view him as some elite transformational back.
So, it depends on your perspective.

Roger Craig was perhaps more recognizable as a member of the 49ers, but Anderson (as we know) had an extremely distinguished career in his own right.

I saw them both too, I don't want you to think I was only looking at statistics. They played different games for different teams, and their career paths were not the same, but by objective criteria that sportswriters tend to lean on, my point is that if Craig is a finalist by any measure, so too should be OJ.
